It seems to want the KeyFile from the main server so it runs at security
level 2.
The IBM docs don't mention this.

the upclient errors out with:
Operation not permitted calling FetchFile

The server sends an ABORT RX protocol packet back after getting a =
fetch-info
request from the client

This used to work.
