[OpenAFS] Retiring a partition

This is normal.  AFS over time tends to leave a bit of garbage behind, in
the form of abandoned replication sites or data that it's just lost track
of.  We always find a bit of stuff like that after we evacuate a server.
You can just delete it all when you have a good opportunity.
