[OpenAFS] ftp overrides AFS permissions

vsftpd in red hat 9 seems mostly sane with its PAM support, except that it
never calls PAM_DELETE_CRED so the tokens stay around forever.

The PAM support in older versions of wu-ftpd was quite broken.


Of course the best solution is to not run ftpd at all and just worry about
openssh working properly with AFS.
