[OpenAFS] Salvage loop

I din't find the source of this problem but I found a way how to avoid 
it. In our cell we have one more fileserver which is a db server also. 
When I stopped AFS processes on that server, the loop on the first 
server stopped and the fileserver process started correctly up.
