You could also bring up A and B as new DB/file servers, and build C to
assume the ID of N.  Once you have C ready to go live, kill N and
replace it with C (a few minutes downtime).  This will give you
continuity on the N identity and you only need to add A and B to the
current CellServDB.

I migrated 4 DB servers without changing the identity or the CellServDB.

Your plan does sound very workable, whether you reuse N identity, or
not.
