[OpenAFS] Backup volumes?

Okay this is probably a really dumb question but I have been unable to 
locate the answer.

How do I set the ACLs on a backup volume so that my users can access 
them.

I want to mount the users backup volume as OldFiles in their home 
directory but when I do the ACL only allows system:administrators to 
access it.  If I do a fs setacl I'm informed that I can't change the 
ACLs of a read only volume.
