fileserver blocked connections vs idle threads (was Re: [OpenAFS] AFS::Debug is now AFS::Monitor)

Would someone please explain the difference between fileservers with
blocked connections and fileservers with idle threads?

(Russ's check_afs_rxdebug monitors the former and Alf's check_AFSfs.pl 
monitors the later.)
