I think most of us have written our own version of this.  It's hard to
write a really general version, since there are so many site-specific
integration points, local user databases that have to be referred to, LDAP
repositories of user information, etc.

The Debian packages don't include uss, I think because it's generally not
considered horribly useful at this point.  But if people do end up finding
it useful, we could include it.
