[OpenAFS] fs process doesn't exit until I send a signal 9

Fileserver shutdowns can take a long time depending on the size of the
server, how many volumes are on there and how much those volumes are
being used.

One of my servers has more of a load than others at the moment and can
take  over 15 minutes to shut down completely.

When the fileserver is done shutting down you will see something that
looks like this, in your FileLog:

Fri Nov  5 20:14:53 2004 VShutdown:  complete.
Fri Nov  5 20:14:53 2004 File server has terminated normally at Fri
Nov  5 20:14:53 2004

If you use "kill" on a running fileserver you can corrupt volumes.
