The documentation project is finished except for hyperlinks.

The conversion from IBM htm to tex is stable and the conversion from tex to
html, dvi or pdf is also stable.

Hyperlinks use Latex reserved characters such as #. The tex to html, dvi and
pdf converters all interpret the reserved characters differently. A \# or
\symbol{35} is required in the tex source to emit a # which is required for
hyperlinks to work depending on the desired output format. The hyperlinks do
look fine except the underlying link is generally broken due to the
misinterpretation of the reserved characters by different converters.

Latex2html and/or tth were used to produce html files, latex2pdf for the pdf
output.

The html, pdf and dvi output is fairly faithfully reproduced from the
original htm files except that the hyperlinks are broken in all cases.

There are 2 pre filters that need to be run on each .htm file before running
an extended version of html2latex.pl. A simple for loop does all the work
for each directory (AdminGuide, etc).

Perhaps we should have a BOF at the conference and decide what to do. There
are 2 or 3 ways to convert tex to html and each has its own set of
limitations.
