[OpenAFS] RW replication

convertROtoRW   convert a RO volume into a RW volume (after loss of old 
RW volume)

It's new to the 1.3.x series openafs releases.  On a 1.2.x series server 
you can do `vos dump something.readonly | vos restore something 
-overwrite full' (probably need another option or two in there).
