In a flurry of googling I found someone's directory at athena that 
appeared to have a krb5-1.3.x compatible archive of
the afs-krb5 migration kit.  I used the same configuration options I 
gave to krb5-1.4.1 and built asetkey, aklog, and
ka-forwarder without error.  Thank You for your help.

PS: as someone pointed out recently, the documentation is severely 
lacking.  How can I help?
