We used to put everything in afs because disks were small.  At one time we
had an install for the IBM RT that had 11 files on the local disk.  That's
all that was needed to bring up afs.  A 60 MB disk would be split roughly
equally among root, swap, and afs cache.

Disk space is no longer a problem but it's still nice to be able to install
something once and have it immediately available everywhere.
