[OpenAFS] Has anyone backported 1.4 release to debian sarge

This should be as simple as just building the 1.4.0 packages that were
just uploaded to sid on a sarge box.  I don't think there are any build
dependencies or other issues that would prevent it from building cleanly
on sarge.
