[OpenAFS] openafs and dce cell

Debian has the same issue, and it's just a matter of not having the time
to restructure the packages yet for me.  There's a separate openafs-krb5
package that includes aklog and a few other things (like asetkey), and it
needs to go away completely in favor of the bits included in OpenAFS.  I'm
also planning on getting that to happen in 1.4.1 when asetkey is also
available.
