[OpenAFS] split cache code in 1.5

Hi,

1.5 series releases continue to have split cache by usage code available 
in the Unix cache manager, and I'd be interested in hearing about any 
cache oddities whle either using it, or not.

afsd takes the splitcache switch:  [-splitcache <Percentage RW versus RO in cache (specify as 60/40)>]

In particular, this is the same patch which Owen LeBlanc indicated may 
have been causing cache corruption on his web servers around 1.3.83-84 but 
which was reverted at 1.3.85, when he first reported success again.
