[OpenAFS] mkmount -- unable to create a root.cell mount point

Hi,

I want to add a new mount point for a cell without
restarting the AFS service.

After reading the documents I figured that I should
issue the following command as admin:

mkmount  -dir /afs/cellname -vol root.cell -cell
cellname

this is what I got :
fs: You can not change a backup or readonly volume

of course no mount point was created.

I have updated the CellServDB with the new ip addrs.

Any ideas as to what is wrong?
