You're correct, of course.  You _could_ solve the 
share-the-local-filesystem problem using the AFS protocol and client.  I've 
even written a fileserver that does this, to a limited extent.  But doing 
it correctly and efficiently will require help from the kernel and the 
filesystems you want to export, just as it does for NFS.  It will also 
require a nontrivial investment of time.
