In our case yes, and to prevent time out failover lag.

The client will try to hit the server for a volume that it is preferenced 
to hit first, in our case in the same building.  If the server is down, 
there will be a time out period while it fails over to the next server in 
the preference list.

But I think Mr. Altman had the more "technical" explanation.
