[OpenAFS] 1.4.2 fileserver keep getting large number of blocked connections

I dumped the ip addresses and checked. All the offending machines are
running 1.5.16

rxdebug 130.216.22.5 7001 -version

AFS version: OpenAFS1.5.1600
