You have a BosConfig in /etc/openafs/server that's starting the ptserver
before it's been configured.

Purge openafs-fileserver and delete *all* the configuration files for the
package, not just the database files, and in particular make sure that
everything in /etc/openafs/server has been deleted.  Then start over.
