[OpenAFS] multilpe local realms in 1.4.x

Hi, Derrick.

One fella I'm chatting with in #openafs seems to be using at least some of that
functionality in 1.4.4. 

So, the question is, with what 1.4.x release did it get backported and what
portion of the krb.conf and krb.excl functionality was backported in?
