[OpenAFS] 'vos' command dos not finish, file service works ok (sort of)

if you have an actual client machine, that is not an afs server, you 
might be able to get a cleaner idea about what is going on. obviously, 
some commands have to be run directly on a server system...but if you 
can find another client to use while you're trying to figure out/clean 
up what's wrong on the server(s), you might find that helpful.

just a suggestion, based on actual experience...
