i might be reading the graph wrong.  it has been awhile.  the read.xplot
isnt quite right, so i cant see where we are waiting for acks.  but
just given the spacing on the x axis, it looks like there are 3
packets and then 4 packet and 4 packets.  it might not be slow start,
but one of the congestion windows?
