[OpenAFS] some afs clients are unreachable afs servers from time to time.

The AFS 3.0 series (before OpenAFS had giant memory leaks, and if you
didn't restart the servers every month or so the fileservers would
stop working after about 90 days.

That was a long, long time ago and such leaks have long since been
fixed.  Some people continue to do restarts to do other maintenance
(ie. regular salvages) but that's not generally needed anymore.

Unless you're doing something very strange and unstable with your
servers, you can turn the restarts off.
