[OpenAFS] Windows client and symbolic links

Have tried this with 1.5.65 and 1.5.66.
I'm sure we are just doing it wrong, but this has
confused 1 user and our support staff.
Attempting to create a symbolic link in directory "foo"
for file "a" named "b".
Used File Explorer to navigate into directory "foo",
right-clicked on "a":
AFS > Symbolic Link > Add
entered "a" into Path field and "b" into Link field.
Received error message: "a - Path is not in AFS directory"
Tried right clicking on background of folder "foo" and
received the same error message.
Right-clicked on folder "foo" in left pane of File
Explorer window and the symbolic link was created parallel
to "foo" rather than in that folder.
