The NetBIOS issue is fixed for most users by 1.5.9902 but not for
everyone.  The underlying Windows bug is still there and it can be
triggered.

1. 5.9902 is simply the next release for Windows.  There is nothing
special in the 1.5 to 1.6 transition for the Windows platform.
