Opening the file doesn't resolve the issue. I always have to flush the 
cache and recycle the application pool in IIS for the changes to show up.

I've disabled caching of the most often updated files on the website. I'll 
see if this makes any difference.

If they all say "stillborn client" then that shouldn't be it. I'd assume
what Jeff mentions is the issue, especially if opening the file in
another process or something on the same machine suddenly fixes it.
