The Time Capsule is a service that exchanges information using the Apple
Filing Protocol (AFP).  In order to store Time Machine data in /afs you
would need to build an AFP to AFS proxy service and you would need to
give that service access to the user's token.  AFP authentication is
quite weak and none of the AFP data stream is encrypted.  Such a service
should probably run on the MacOS X system from which the data is being
backed up.
