So, the VLDB says the volume is on /vicepc, but you salvaged a volume
on /vicepcc. The fileserver is not very clever about the same volume
appearing on multiple partitions; if there _is_ a volume header
on /vicepc, then the server is likely trying to online that one instead
of the one on /vicepcc.
