You need to have AFS tokens as an AFS administrator. Run 'kinit' and
'aklog' before running 'fs setacl /afs system:anyuser rl'.
This is shown in

in 'Listing 24' and 'Listing 25'. I don't know why it lists that after
'Listing 23'; I think that's a mistake.
