[OpenAFS] Run file server without client?

We've never had any problem with this, but I think one of the reasons why
is that we're absolutely religious about deploying everything on our
servers using distribution packages. We make them ourselves if we have
to. It's hard to introduce dependencies when you go through a proper
packaging process, and nearly impossible when you use package checking
tools to double-check.
