Or there's a bug.  It's unclear that this piece of functionality gets
exercised very much where people would notice, and I do seem to recall
some instances where "clients should see no disruption" turned into
"clients hang for a minute or two" at MIT.  So please do try to reproduce
the issue and report back; it would be good to understand what if anything
is going awry.
