rpc/types.h is no longer available on systems with glibc 2.26 or newer.

There are patches cherry-picked to openafs-stable-1_6_x which appear to=20
address this change.  However, there have been no releases from the=20
openafs-stable-1_6_x branch beyond 1.6.24.  There is no mention of=20
support for RHEL/CentOS beyond the 7.5 release for the=20
openafs-stable-1_6_x branch in the NEWS file.

Your options appear to be switch to the 1.8.x series for CentOS 8.3 or=20
try to use the tip of the unreleased openafs-stable-1_6_x branch.
