[OpenAFS] Announcement of License Changes to IBM Developerworks OpenAFS 1.0

To the extent any change is mine (not one I committed as a gatekeeper)
I give permission for it to be licensed GPLv2 + IPL10 (and BSD where I
have already contributed it so licensed)
