You have run out of memory, or at least, kernel-allocatable memory.

Have you run this test on previous versions? How much memory does your 
machine have? How big is your cache? What's the output of
/Library/OpenAFS/Tools/bin/cmdebug  localhost -cache

(this information will suggest which of two hypotheses we'll focus on
1) there's a memory leak
2) cache parameter autotuning does bad things with very large caches
