No, I don't think that's a good idea; the outgoing chair might be running 
for reelection.  You might give that power to the returning chair, if there 
is one, and otherwise to the outgoing chair, if he is not running. 
However, that doesn't cover cases where there is no chair available to act 
as vote-taker, including the bootstrapping case.
