[OpenAFS-devel] AFS Client timed out, failure to respond

I've recently installed the Open AFS client 1.2.2 b on Windows 95 (56k =
modem).  If I try to connect to a Open AFS server which I know is =
operational, I receive the following error window:
"AFS Client timed out, failure to respond.  Check Network Connection".

So, I checked the URL mentioned in the manual =
(http://www.transarc.ibm.com/Library/documentation/afs/3.5/windows/Instal=
lGd/instal03.htm#HDRHOWTOINSTALL)
and this says I should have the files afs_cpa.cpl and afsdcell.ini.  =
But, these files aren't on my system.  So, I uninstalled, and then =
reinstalled, and I've still got the same result mentioned above.

1.  Is the problem an incomplete install?  (I've download the =
installation twice).
2.  Could the problem be a firewall issue with my ISP?  And, if so how =
can I obtain the fix
from my ISP?
