I don't really know much about CVS. But is it really suitable for
managing patches or deltas that just linger on the sidelines for an
exteneded period of time?
Generally patches are a problem to maintain and keep up to date. But on
the otherhand it is also painful to haul a whole bunch of stuff into the
main code base that is enabled only with special compilation options.
There clearly isn't an ideal solution.
It makes sense for possibly peripheral features to start life as a patch
used and maintained by a few advocates. As the feature matures and
gains adherents adding it to the mainline makes more sense. A
repository where patches can live during this maturation phase seems
like it might help this process.
