[OpenAFS-devel] AFS_without_kerberos

hi,
i had done AFS installation without kerbos
installation but where the problem is 

witgh commands like
#kinit myuser
#fs setacl /afs system:anyuser re 
it says that
fs:you dont have a required permission on /afs

I search on net but every quetion is regarding kinit 
and kerberos but kinit is of no use to me as i have
not installes kerberos,
I'm in troulble 
please give direction
