Mostly just manpower. There are places where you can't just mechanically generate prototypes, the dir package for example. If you want to generate a patch that would help, but it would be such a gigantic patch there's no guarantee the Gatekeepers could apply the whole thing any time soon. Meanwhile, I suggest you tell your compiler to suppress these warnings if you don't want to see them.
