[OpenAFS] case insensitivity in PTS names

What is the rationale for the PTS names to be case insensitive, other than
allowing people to use arbitraty case in names?   Looks like "pts create"
converts all names to lower cases.  This presents a pitfall to system
administrators because KAS is case sensitive.  It's possible to create two
KAS users with identical spelling but different capitalization and these
two users will correspond to one single PTS user and be associated with the
same user id.   The two users would then be able to access each other's
files.
