[OpenAFS] File server allegedly unavailable

Hm, what version of the fileserver (not client)?  We sometimes find that
they get confused and stop talking to clients, and we need to "bos
restart -all" the fileserver to fix it.  (This is with Transarc AFS 3.6
fileservers, not OpenAFS.)
