To bring closure to this thread;  we were examining the help provided 
on Web site:

http://www.unc.edu/atn/dci/install/win/doc/

and noticed the requirement for Windows networking. It was already
enabled, but when it was disabled and then re-enabled, suddenly
AFS started working.    Windoze weirdness.
