The freelance functionality is present in the 1.2.x versions however 
there is no mechanism for you to enable it without editing your registry 
by hand.  Its purpose is to allow you to run AFS without access to a 
root cell.  This is extremely useful for machines which are mobile.

I have seen this behavior on rare occassions.  Actually the first time I 
saw it was Friday night with grand.central.org.  Although, 
athena.mit.edu and my other cells continued to operate correctly.  I 
have not had time to look into the problem.

I am sorry you are so easily shaken.   Unfortunately, there is no 
updated documentation at this time.  Its not that it is not a desired 
item but if you look at the list of items to take care of in the Request 
Tracker, its a bit much for the small number of people working on the 
Windows build to take care of in our spare time.
