[OpenAFS] error: The remote server has been paused or is in the process of starting

I use OpenAFS on WinXP to a remote server ok.  Some other users are using
the same setup (OpenAFS 1.2.8a, WinXP), and they keep getting this error
message:


Cannot Access Z:\ The remote server has been paused or is in the process of
starting.

What causes that error and how can I fix it?
