Thanks for all the help.  This solved the problem.

ip on the ms-loopback adapter 10.10.10.10
netmask: 255.255.255.0

NO default gateway

as a side note, if you do attempt to type 127 in the ip configuration
panel for the loopback (and I assume all adapters) the configuration
wizard stops you cold with a message that it is reserved
