So a process is in one and ONLY one pag, and all file systems must
share that?  (Just making sure we're on the same page).  I don't think
I have a strong preference.  I can certainly see both sides of the
coin.  But it really changes the potential implementations if you make
this assumption, because the PAG can be a single integer and then the
authentication piece links that integer into a file-system token.
