[OpenAFS] ANNOUNCE: New use of the openafs-win32-devel@openafs.org mailing list

This is a notice to the OpenAFS developer community that the mailing list

      openafs-win32-devel@openafs.org

will begin to be used starting Feb 24, 2004 for the discussion of 
development
issues related to the Windows port of OpenAFS 1.3.x.  There are a number of
issues on which I would desire input from the community before I begin to
commit changes to the cvs-head.  If you would be interested in participating
in this discussion please send a request to join the list at
