[OpenAFS] do I need tcpip on the loopback?

okay. I did some testing
if you use netbuei on the ms-loopback adapter the afs client service
does indeed start. but it doesn't work. it does not register the
hostname-afs name. And eventhough the service starts without error,
attempting to get tokens fails.
after I put tcpip on the loopback, and set afs to look at lana 3, it
all worked.
